They should be back now.  I had been trusting that the version of
LocalSetttings.php in our git repository had all the lastest changed committed,
but it appears that it didn't.  I restored the original LocalSettings.php and
committed the changes and Identity and Happiness now seem to be working as
expected.  Closing this ticket.
