Demoting to wish; the current implementation works, this would be nice in the fullness of time.

Currently /choose/work-email takes the license title and license html stuff from whatever is dumped in by GET. This could be used for nefarious purposes, such as spamming, so we might as well generate it from the license itself like we do everywhere else in the engine.
