It was discovered that when a Pootle user at translate.creativecommons.org tries
to upload a PO file, overwriting the old one, without having the Overwrite
permission set, that Pootle will stop responding for a while thereby taking down
the whole site for every user for some period of time.  It comes back on it's
own, but this appears to be a bug of some sort.  Upgrading to a newer version
might fix this.  We need to figure out who Stagootle works so that we can test
this and eventually roll out a fix on the live site.
