Injecting the article isn't supported by gettext. It looks like our options
fall into the following:
* Easiest [for us]: Create 247 new translation strings (one per territory
currently included in ISO-3166); pre-populate based on ISO-3166.
* If the article is sufficiently generic we can build on z3c.i18n [1] which
provides translations for territory names. If other languages support a generic
article ("the" in English) we could create a customized version that flags
entries as requiring an article and injects the article as needed.
* Restructure the sentence to eliminate the need for a modifier. For example:
"Specific waivable rights may vary based on the jurisdiction (United States)."
I guess we should ping CCi to see if the middle option is viable.
